Google Play Services will work on devices 2.3 or higher (API Level 9)
1. Open the Android SDK Manager
2. Scroll down to the Extras folder. It is below Android 1.5. Within that folder, you will see Google Play services listed. If it is already installed, it will display installed.
3. To install, select the check box next to Google Play services, and click the Install packages... button
